May 9, 2018 Police Commissioner to deliver Commencement Address

Thomas C. Carter, Harrisburg Police Commissioner, will be the featured speaker at Central Penn College’s 136th commencement on Friday, May 11, 7 p.m., at the Forum in Harrisburg. Approximately 403 master’s, bachelor’s and associate degree students from Central Penn’s Summerdale and Lancaster locations are eligible to participate in this year’s ceremony.

A 30-year law enforcement veteran, Carter will focus on the importance of goal-setting as a way for students to succeed in their post-college lives. “It is my pleasure to speak to the graduates of the class of 2018 and share how they can pursue their purpose by means of their process,” he said.

Awards will be presented to students in the areas of academics, leadership, service and athletics. In addition, the college also will recognize an outstanding veteran student and a faculty member for teaching excellence.  

Carter will receive an honorary degree from the college for his three decades of exemplary law enforcement service. “We are delighted to have someone who has devoted his life to serving the community as our speaker. Harrisburg Police Commissioner Carter embodies the spirit of selfless service,” said Dr. Linda Fedrizzi-Williams, interim Co-President and Provost/Vice President of Academic Affairs at the college.

He joined the Harrisburg police force in 1988 after graduating from the Pennsylvania State Police Academy. He’s held numerous positions during his distinguished career, including platoon supervisor, commanding officer with the Special Operations Unit, and Chief of Police. Earlier this year, he was promoted to the position of Police Commissioner. Throughout his career, Carter has received awards for leadership, community engagement and peacemaking.
